Parks Bond Act Block Grant (Abbreviated)
Subject: VMB State Grant repairs percapitafinal
the Santa Cruz Veterans Memorial Building which were funded by state bond funds.
The County of Santa Cruz applied for and was awarded block grant money following the 2000 Parks Bond Act.
According to Bonnie Morse-West, who works in the State Parks and Recreation Office of Grants and Local Services, the two projects at the Veterans Memorial Building were; #0244-014, from the Per Capita Grant fund, in the amount of $342,103.00, and #44012, from the Roberti-Z'Berg-Harris Grant, in the amount of $68,696.00. It seems that some of the money went to pay for the handicap lift, in the basement, and the bulk of it was spent on repairs and restoration of the roof and ceiling, in the auditorium.
I site the Procedural Guide for Per Capita Grants, which states that the grantee, (which in this case is the County of Santa Cruz), shall,
  • "(1) Maintain and operate the property funded pursuant to this chapter for a period that is commensurate with the type of Project and the proportion of state funds and local matching funds or property allocated to the capital costs of the Project."
  • Grants up to and including $100,000 require at least 10 years of Land Tenure and Public Recreation Operation
  • Grants exceeding $100,000 require at least 20 years of Land Tenure and Public Recreation Operation
Having spent over $400,000.00 of state bond money on repairs to the Veterans Memorial Building, therefore, obligates the County to maintain and operate the building for at least 20 years, according to the Public Resource Code.

The Santa Cruz County Veterans Memorial Building has recently undergone a restoration project in the Ballroom, which included the box beams with the battle scenes painted on them. The intent of this restoration was to put the ceiling back to the original condition, with the aerial dance trapeze apparatus removed from view.
Please refer to http://sccounty01.co.santa-cruz.ca.us/bds/Govstream/BDSvData/non_legacy/agendas/2004/20041214/PDF/056.pdf page 1 which explains that phase three of the project would be to develop alternative methods of installing ceiling hung apparatuses for events and classes. Specifically page 9, in which Thacher and Thompson Architects outline the proposed design intent to Bob Olson, SC Co. POSCS, which is to lessen the visual impact on the ceiling beams,(item #3).
Kase Pacific Construction was awarded the contract which included roof repair and other remodeling. On February 28,2006, the contact was amended;

This dance rigging is used by the Axis Syllabus group, and involves acrobatics with the ropes suspended from the box beams.
This project, County Contract # 43259, was accepted as completed, in June of 2006;

Apparently the work was not actually completed to the design expectations, because on October 26,2006, Barry Samuel, SC CO POSCS Director proposed additional funding for Architectural Conservation,Inc, to continue the restoration of the box beams;

Paragraph 2 item F calls for re-attaching square cuts in the box beams (to cover anchoring brackets for aerial dance attachments). The conservator's description of the scope of work; item F), page 12, states that they will fill (the) apparatus hardware holes with original wooden squares, fill losses, and inpaint.

It is clear that the intent of this project was to end up with a finished product that would allow for the removal of the aerial dance rigging and the covering of the anchoring plates, such that the decoration of the box beams would be restored to their original condition with scenery honoring the service of all veterans.

On 3/28/07, one day prior to an event that one of the veterans organizations had scheduled to be held in the Ballroom, I requested that the building manager, Tim Brattan, take down the ropes. I wrote,
"The ropes used for Axis movement classes are attached to the beams in the Ballroom. The feeling is that the character of the room is less formal, due to the presence of these ropes. Because of this, there is some apprehension that the ropes might create a distraction during the program. Discussions with delegates to the UVC confirm the feeling that the ropes diminish the respectful character of the room. Because of the very serious nature of this event, the event organizers expressed a need to have a space devoid of unrelated accoutrements, such as these ropes. The event organizers are requesting that the climbing ropes attached to the beams be taken down, for this event."

Mr. Brattan's reply, (which you have seen), was, "I'm sorry but wasn't able to do this with such short notice. Taking the ropes down is a time intensive job and Miranda has to do it. It takes several hours again to put them back up. She has a production soon and is super stressed, time-crunched and rehearsing daily."

I recently spoke to Bob Olson, SC CO. POSCS, and asked whether he had witnessed the completion of this project, and whether there had been a demonstration of the final product, specifically, had the ropes been removed and the wooden squares placed back in the box beams as planned? He answered that he had not observed this. Mr. Olson also stated that the conservator had not finished with her work, and that Mr. Brattan was in possession of the wooden squares and it was his job to fit them with plates so that they could be snapped into place to hide the aerial dance rigging anchor points.

Per the discussion at the last United Veterans Council meeting, I am requesting that you take this matter up as the UVC delegate to the Santa Cruz County Veterans Memorial Building Board of Trustees, (SCCVMBBT), and determine the disposition of this project. I am requesting that the project be completed immediately, and that a _demonstration of the aerial dance rigging removal and installation of the square cuts in the box beams be conducted and witnessed._ I would be happy to attend such a demonstration, and it certainly would be a cause for celebration! It would be fitting to invite the press for a ceremony that reestablishes the grandeur of the Ballroom, and shows due respect for the veterans whom the building was built to memorialize.

It is also important that a policy be established that spells out when the aerial dance apparatus will be installed, and for what duration. This policy would need to state what reasonable advance notice is required before an event is held during which the ropes and rigging may be expected to be removed, (and the wooden squares reinstalled in the beams).
